democracy vs confederacy

If democracy is one of the worst forms of government, what is a good choice? Those students of political systems knew the rules of the constitution had to tie the hands of power seekers. The states had to retain superior power over the central government.

Sadly, success bred laziness, which in turn allowed evil to corrupt the federal government.
